There Will Be Two Maritime Security Dialogue Speakers in October
Chief of Naval Operations Admiral John Richardson will participate in the Maritime Security Dialogue series on 3 October at 1000. Admiral Richardson will engage in a discussion facilitated by me and after which he will take questions.
Admiral Kurt W. Tidd, Commander, United States Southern Command, will join us on 18 October at 1000. As with the CNO, Admiral Tidd will entertain questions from the floor.
Both engagements will be held at the Center for Strategic and International Studies (CSIS), 1616 Rhode Island Ave. NW, Washington DC. Admission is free. To register, go to: usni.org/events.

International Navies Essay Contest Delivers Prize Winners & More
A plank in our new Strategic Plan is to increase outreach and engagement with international navies and their leaders. The International Navies Essay Contest, sponsored with Leonardo Finmeccanica, is a critical element in this effort. The winners in this year’s contest are:
• First Prize: Steve Paget, for “Navies Must Develop a Multinational Mind-Set,” which was published in the September Proceedings.
• Second Prize: James Bennett, for “All the Queen’s Ships: The Prospect of a Commonwealth Union Navy,” which is scheduled for publication in the November Proceedings.
• Third Prize: Lieutenant (junior grade) Sean Patrick Quirk, USN, for “Asia-Pacific Combined Maritime Forces: An International Naval Response to China.”
In addition to these prize winners, seven impressive essays were selected for publication in future issues of Proceedings as articles and other features.
Heroines of Past, Present, and Future Rocked
This year’s Naval History Conference—previewed in last month’s column—was over the top from the opening kickoff address by the nation’s first woman four-star officer through the closing panel of three women chief executive officers of major U.S. corporations—General Motors, PepsiCo, and Textron Systems—and the first woman to Chair the Senate Appropriation Committee. All the moderators facilitated informative and insightful discussions and a full-house audience engaged.

This program is made possible by a grant from The William M. Wood Foundation. The Foundation also sponsors the Naval History Essay Contest, and its winners all were recognized at the conference. The winners were:
First Prize: Lieutenant Andrea N. Goldstein, USNR, for “Forgotten Pioneers: Women Who Paved the Way for Combat Integration,” which will be published in the December Naval History.
Second Prize: Lieutenant Benjamin Drew, MC, USN, for “Superintendent Lenah Sutcliffe Higbee: A Pioneer of the Nurse Corps, Navy, and Nation.”
Third Prize: Lieutenant Joshua N. Duran, USN, for “Remembering Ms. Aggie.”
Naval Intelligence Essay Contest Is Back
After a ten-year hiatus, the Naval Intelligence Essay Contest has returned. The Naval Intelligence Professionals and the Naval Institute have teamed to make this happen.
The winners in this year’s contest are:
First Prize: Lieutenant Andreas Xenachis, USNR, for “Spark an Intel Revolution,” published in this issue, pages 56-59.
Second Prize: Commander J. Michael Dahm, USN, for “Integrate to Dominate.”
Third Prize: Commander Nathaniel Bailey, USNR, for “What Is Past Is Prologue.”
The winners will be recognized at the Naval Intelligence Professional’s Annual Meeting on 28 October at the Army-Navy Club in Arlington, VA.
As with the International Navies Essay Contest, this competition produced many solid contributions in addition to the prize-winning essays.

2017 Naval Institute Ballot is Posted
The Board of Directors took action on 19 September to make its nominations for Directors and Editorial Board Members for the 2017 election. These nominations are posted online in the About -> State of the Institute section of USNI.org. Through this online posting, Members have opportunity to view the Board’s nominations.
In that same section of USNI.org, we have posted Article IV of our Constitution and Bylaws that covers elections. Members can nominate candidates through petition, and the requirements for petitions are provided in Article IV. The window for petitions closes on 2 November. If any Member has a question about how nominations are made, please contact me.
