Chief Warrant Officer Manley has participated in multiple wartime deployments to the Central Command region and has accumulated extensive operational experience in U.S. Indo-Pacific Command. He is a candidate for an M.S. degree in defense analysis at the Naval Postgraduate School (NPS). This essay won first prize in the NPS Essay Contest.
