All winners receive a one-year membership in the Naval Institute, and the winning essay is published in June Proceedings.

The contest is open to regular and reserve officers in pay grades O-1 through O-3 and officer trainees within one year of receiving their commissions. Essays must not exceed 3,000 words and may address any subject pertaining to leadership in the sea services.
